It is quality rather than quantity that matters.

Item Quality
In this guide we look at item qualities. While only armor and weapons have a quality attribute this attribute can change the damage and accuracy on a weapon, or the armor amount on a piece of gear. In this guide I will break down for both weapons and gear, how the quality can change the stats of the item.
Weapons
Weapons have two stats that are affected buy the item's quality, damage and accuracy. When an item has a higher quality either both or one of those stats will be higher than that same item with a lower quality. It's important to keep in mind that these numbers are not set in stone when it comes to the quality difference. For example have a look at the two items below...
While the gun on the right has a higher quality than the gun on the left you will notice that the damage is not higher. In fact it is lower. This is because when the item was spawned the roll of how much each stat that is assigned is totally random. The higher quality weapon in this case got lucky with accuracy rather than damage.
Armor
When it comes to armor this is a little different. The quality of armor always only reflects the amount of armor that is granted for that piece. Obviously this is because there is only one attribute for armor that affects us.
