The special items do various things. Somme are tradeable and some are not. Some can be found in the city and some cannot. Below I have listed all the Special items in torn and what they do for reference.
Currently there are 39 total items in the Special category. When you look at each item, Item Name is the name of the item, Effect is the effect the item has, True or False is if the item is found in the city, in white is the description of the item, and Market Value is current live market value.
